Roadmap for Funding Open Science and Research

The roadmap for funding open science and research provides recommendations for research funders, research organisations, and national service providers. Its aim is to ensure that the actors within the Finnish science and research community have sufficient, clear, and mutually compatible means to enable the implementation of open science and research, and the funding it requires, in a sustainable way.

The roadmap establishes an internationally competitive operating environment for responsible openness in research. The purpose of the roadmap is to ensure that all actors in the Finnish science and research community have adequate, clear, and interoperable means and guidance for enabling open science and research, and the funding required for it, in a sustainable way.

The roadmap was approved by the National Open Science and Research Steering Group on 27 May 2025. It was produced by the Open Science and Research Funding Group during 2023–2025, based on a mandate from the Steering Group. The first draft of the road map was subjected to a public round of comments from 28 October until 5 December 2024.

The Working Group on Funding Open Science and Research

The working group was established by the National Steering Group on Open Science and Research with the objective of designing a funding model for open science and creating a supporting action plan for all areas of openness. The working group was set to meet for the first time on May 30, 2023, and had a two-year term of office.

The group consisted of a wide-ranging representation of actors who fund and direct research and higher education, research organizations, enablers of open science and research, as well as NGOs promoting research transparency.

The WG was chaired by Susanna Nykyri (Expert panel in Open Data)., Anu Lahtinen (Finnish Association for Scholarly Publishing) and Petri Mäntysaari (Finnish Union of University Professors).
