Comment on the Policy for Open Scholarship and the Policy Component on Open Access to Professional Publications

The research community is invited to provide comments and opinions on the Policy for Open Scholarship and the Policy Component on Open Access to Professional Publications by 13 September 2026.

We invite the research community to comment on the updated Policy for Open Scholarship and the new Policy Component on Open Access to Professional Publications.

In the Policy for Open Scholarship, comments are requested on the policy’s goals and objectives. The original policy included seven goals, whereas the updated draft contains four. The consultation materials also include the introduction and glossary terms that will form part of the final policy. Comments are sought primarily on the goals and objectives, but in the final question of the consultation respondents may also provide suggestions regarding the refinement of the introduction and glossary, particularly concerning what should be included or emphasized to support the goals and objectives.

Comment on the Policy for Open Scholarship:

The Policy Component on Open Access to Professional Publications forms part of the Policy on Open Access to Research Publications. In addition to the new policy component, comments are also requested on the introduction shared by all publication-related policy components.

Comment on the Policy Component on Open Access to Professional Publications:

The Policy on Open Access to Research Publications consists of:

  • A common introduction
  • The Policy Component on Open Access to Journal and Conference Articles (update open for comments from 9 February to 20 March 2026)
  • The Policy Component on Open Access to Anthologies and Monographs  (approved by the National Steering Group for Open Science and Research in 2025)
  • The Policy Component on Open Access to Professional Publications
  • The Policy Component on Open Access to Theses (shared with the Policy for Open Learning and Open Educational Resources; approved by the National Steering Group for Open Science and Research in 2024)
  • A common glossary for all policy components

Policies prepared by expert working groups

The Open Science and Research consultation rounds are open to the entire research community. Responses may be submitted either on behalf of an organisation or in a personal capacity. In the spirit of open science, all attributed responses will be compiled and shared on a public platform. Anonymous responses will neither be considered nor published.

The policy drafts have been prepared by working groups appointed by the Expert Panel for Open Scholarship and the Expert Panel for Open Access to Scholarly Publications. Following the consultation rounds, the working groups will revise the drafts based on the feedback received. The updated policy and the new policy component will be subject to final approval by the National Steering Group for Open Science and Research.
