The research community is invited to submit comments and views on the update of the policy component on open access to journal and conference articles by 20 March 2026.
The national policies that specify the Declaration for Open Science and Research are living documents that are updated regularly. We now invite the entire research community to participate in the public consultation on the following policy component draft:
This policy component is part of the broader Policy for open access to scholarly publications. The current round of consultation concerns only this component, which comprises four objectives and related actions. The shared introduction and glossary for the full policy will be published for consultation at a later stage, together with the component on open access to professional publications.
The updated draft of the policy component has been prepared by a working group appointed by the Expert Panel on Open access to scholarly publishing. The working group has also prepared a background document to accompany the draft.
Following the consultation, the working group will revise the draft based on the feedback received. The final version of the policy component will be approved by the National Open Science and Research Steering Group.
Public consultations in open science and research are open to the entire research community. Feedback may be submitted either on behalf of an organisation or individually. In the spirit of open science, all signed responses will be compiled and published on a public platform. Anonymous responses will neither be considered nor published.
